Why you cannot mix it
A quality-adjusted INDEX (Base 2025=100), NOT a price level: it measures price CHANGE, so its number is not €/m² and must never be read as one. Covers new + existing dwellings. INE rebased this index from 2015=100 to 2025=100 on 2026-07-16 (series 0014765, superseding the now-frozen 0009201) — so its LEVEL is NOT directly comparable to the Eurostat HPI here, which remains on Base 2015=100; only the two indices' % changes are comparable across the differing bases.

An EU-harmonised INDEX (Base 2015=100), cross-country comparable — NOT a price level. Built to compare Portugal against other EU states; it differs methodologically from the INE HPI, so the two indices need not, and do not, match exactly. Base mismatch: the INE HPI here is now Base 2025=100 while this Eurostat series remains Base 2015=100, so their index LEVELS are on different bases and are not directly comparable; only their % changes are.
